There was much secrecy about the circumstances surrounding the Mayors hospitalization and only a “chosen” few knew where he was, what had happened and how to reach him.

“I’m in charge here” and “it’s my way or the highway” is the Mayors style, unfortunately openness and cooperation is not, and he attempted to derail the ordinance by declaring “executive orders” that “would make it unnecessary” during council’s meeting.

The Mayor believes that he is an autocrat but fortunately for the City of Alexandria a majority of City Council has finally discovered that it is they who make the rules.
